MY QUALIFICATIONS
During my 15 years in the affordable housing profession I have
developed, managed, built and funded affordable rental housing.
I have worked with nonprofits, forproifts and the Federal governent.
I understand the borrower/developer and the funder/lender sides
of the bussiness. I have developed as well as worked to reform
housing policy. Following is a brief summary of my most recent
industry experience.

USDA,
Rural Housing Service, Washington, DC.
Senior Loan Specialist.
Managed a multi-million dollar Federal housing program. Reviewed
and underwrote multi-family housing loan/grant applications.
Developed or amended policy and regulations for all RHS multi-family
housing programs. Represented Rural Housing Service and served
as subject matter expert and speaker at various meetings and
conferences. Interacted with the public, stakeholders and other
government entities. Conducted on-site housing project inspections
and evaluations. Provided training to RHS field staff in multi-family
housing topics. Drafted reports, conducted research and provided
background information requests on multi-family housing for
the Secretary of Agriculture, the Under Secretary for Rural
Development and the Rural Housing Service Administrator. Developed
working relationships with hundreds of RHS field staff, RHS
National Office personnel, industry representatives, Congressional
staff, housing advocates, stakeholders and constituents.
Special Assignments
Developed and delivered a demonstration housing program for
agriculture, aquaculture, and seafood processor workers authorized
by Congress in FY2001. Served as co-facilitator, researcher
and report writer for the 2002 RHS Multi-Family Housing Task
Force. The task force studied the section 515 Rural Rental Housing
Program and developed a concept paper for the Under Secretary
for Rural Development proposing program modifications which
will allow for more efficient delivery of the program.

Housing Development Specialist.
Provided affordable housing development technical assistance
to several non-profit housing organizations throughout the Delmarva
Peninsula in Maryland, Delaware and Virginia. Duties included
site search and analysis, planning and zoning issues, market
and financial feasibility analysis, loan and grant packaging,
supervising development team, and construction/rent-up oversight.
Participated in national housing policy working groups for the
Rural Housing Service and housing advocacy groups.
